Ace Magashule and the political limits of the ANC NEC ‘Step Aside’ decision

The decision by the NEC of the ANC ordering members charged with corruption to ‘step aside’ from all government and party positions has not been implemented. The party says this is because it has obtained legal advice that it does not have the power to force members to relinquish party positions. While there is indeed some doubt whether the NEC has this power, the NEC does (on paper at least) have extensive powers to enforce its decisions and root out corrupt individuals.
